The writing is very good, breathless and a little childish in tone, perfect to the situation and the narrator. To me, the social dynamics feel more 18c (or even 17c) than mid-Victorian-- Victorian Britain was full of new money and self-made men, and people were more hung up about character than lineage-- but if we assume that the wizarding world has always been rather old-fashioned, then it works.
