Hm...do I sense an extended allegory present?
Well-written, and that's from a person who doesn't share your philosophy...in current political circumstances or in your Voyager story's circumstances. The reactions and characterizations of both Picard and Janeway were well crafted. The one character that puzzled me was Q. In the past, he's never shown himself to be benevolent in any fashion. He's only come when it's been in his interests...excepting that one 'Robin Hood' style TNG episode, which was to pay back Picard for his kindness.
