The Dursleys would never risk their "Duddykins'" life by defying such direct orders from presumably dangerous wizards. They are scared of them, which is probably the only reason their treatment of Harry has not progressed to out-right abuse. To add that is just for the sake of over-done angst.

Fudge, or any Minister would not lower the age at which one is able to cast spells. They do not want Muggles to find out about them.

Dumbledore would not let Harry leave the Dursley's, the reason is explained in the 5th book. As the Dursleys would not physically abuse Harry (for if they did, half the wizarding world would turn up on their doorstep), Dumbledore would just tell Harry to suck it up, though probably with more subtlety.

Dumbledore's reaction to Severus' situation was quite well done.

House elves can apparate inside Hogwarts. They have different magic than witches and wizards.

Good story. I'm actually really worried about Severus right now. GAAH!

I quite liked this - I hope you take this fic back up and continue it. It's an interesting approach to the usual Harry-and-Snape-reconcile-to-each-other plot. :)
