Japan has many braches of their police system to handle different cases, since cities are considered in a prefecture( a section) I think the team for this situation would be the The Criminal Investigation Bureau. It sounds like them. Either that, or Public Security Investigation Office Of The Ministry of Justice. Look into them when you have the chance!!
