Angst and bitterness aside - I actually love this. One of the better little dramatic, angst ridden OMG No stories I've read in a while (says someone who happens to be writing one as we speak)

This was really well written! One thought I had was that you could probably let this stand on its own. I know NCIS is what inspired you to write it, but you really don't need those characters as a crutch. This would be a very successful piece of original fiction. Keep on writing!
