Two ideas on why Sagittaron would be picked on by the other colonies.

1:Sagittaron resisted and fought against the Articles of Colonization and lost.

2: It's not the colonies picking on Sagittaron, it's Sagittaron's government picking on parts of the population that they disapprove of. This might explain why Dee dislikes Zarek. She's part of one of the favored groups and doesn't like anything that threatens that status.

This was very interesting. I'm really looking forward to seeing where you're going with this!
As a side note, the oppression of Ireland did have both cultural and economic reasons... One big reason religion is so important there is that it identifies what ethnocultural group people belong to.
