You say it's not really romantic. I don't agree. THIS is what I call romance. Sure, it's a special romance between the Joker and Harley. I think you did a great job with this fanfiction. I enjoyed reading it! There was actually just one part that really made me laugh and that was when the Joker mentioned Harvey. Ha, that was a a brilliant sentence.
Anyway, the rest of the fanfiction is actually very dark and serious and I'm to the impression that you dealt with the whole Joker/Harley relationship a long time which made you writing such a fantastic fanfiction.
