There are an couple of reason first Mrs Figg is Dumbledore spy and I have doubt that she told him what was going on, When Vernon called Harry a freak or boy is a big clue not mention the fact the she would seen how he treat Harry outside. Last is that Harry is the only one who can kill Dumbledore and I do think that Dumbledore keep an eye on Harry
