hmm, interesting. Though I don't recognize the ninja you have described. So is it not a cross over of Naruto and One piece? Not that I really care though some might get that idea.
Since the info I know is that people of the island do not like pirates and ninjas are obviously the protectors of the village.
I'm not quite sure where you are going to go with this, it can be really good or really bad.
