hm do you need a lemon or not, well I think it is totally upto you, it may not be essential but it does seem like it is leading upto one. Though you could simply put something that hints at a lemon without actually writing one.

Some fics are actually more romantic without a lemon and some it just seems to fit to have a lemon. I think this could really go anyway and Im sure im not being much help to you right now. just remember if you do write a lemon to up your rating so no one complains, it would be a shame for this fic to get removed or anything like that.

Like I said (and Im sure others have said so too) it is upto you because you are the author and this is your fanfiction.

Im sure whatever you do this is going to be a great fanfiction I already love it.
