That's because there can be an A class genin (Kabuto) for instance. Then there's the fact that two of the Legendary Sannin were Kages, so having them represent separate groups is problematic. Also, for cases like Kakashi who was an ANBU Captain before retiring to become a Jounin... Those are just ranks, and are not based solely on power. The ranks are E, D, C, B, A, and S save for anomylies like the Yondaime who was listed as an SS class shinobi in Iwa's Bingo books. It's not really that descriptive when you describe their power based on rank, instead of class. There can be generalizations, of course. Most civilians are E rank, most genin would be ranked as D class, but you have some weaker ones who might more realistically rank E and some stronger ones who could be ranked at C, B, or even A - Gaara was a genin, after all. Not telling you this to be insulting, just helping you to clear up your story a bit. I know it can be annoying when a character is described, for example, as being Sannin class but not Kage class when, for one thing, two of the Sannin are Kage - if you count Orochimaru - and Sannin isn't even a rank, per ss. It rouhgly translates to three nin, and was just a nickname given to a group of genin by Hanzou of rain because he saw potential in them.
