In NYC to get to JFK it's 35 dollars flat fare. So that means they would have less money and so not able to afford plane tickets. Also in the second chapter I believe Draco states he has 20 galleons not 12.

Also, why wouldn't Ron and Harry just come after Draco and Ginny? Wouldn't Dumbledore send someone else who would be more capable? And Dumbledore wouldn't risk Harry's life so carelessly.
