Matt has such a high popularilty because he's hott :P even though he's an anime character, I'm not ashamed to say it. Matt is a character who adds a bit of randomness to the proceedings. You always need one of those :P

My guess, L is indeed British. They may have had a Japanese guy play him in the movie- but that doesn't surprise me really. Possibly he's half cast, who knows?
