And it's possible Harry could be the Nerevarine.

He doesn't know what his Tamrielistic Birth-Sign is, he doesn't have any Tamriel parents and he can't remember his regular parents...possible candidate for Nerevarine prophecy.

An idea I've found to work is to just write down your ideas in a chapter format and just see if it flows.

Nice work, I think, that harry shoud attend other mage guilds and than go to academy in imperial city. But it is your story of course.

you could have him find Sirius in the city. Make sure also that he learns to fight from the two guys you can put the skills to good use later on in the story.
