I must admit things got considerably confusing. It seems Kanto changed quite a lot that sometimes it's even a little hard to imagine it with perfection.
Things seem so chaotic that I almost see the skies red and the end of the world coming because of the disorder the region seems to be in this fanfic.

Don't you just love to have bad guys in the story? Criminal Organizations with insane objectives that threaten the entire world's order are my favorite. (This doesn'tmean I hope Team Universe win in the end, just saying I liked the idea!)

You're describing the scenes pretty well though there's still room for improvement. The dialogues are still a little mixed when you put them all in the same line but that's not really such a big problem.
