Zack makes far more sense as a mole for Psi Corps--he's new; he's close to the command staff; and people might trust him more than "a teep". Also, with what happens to Garibaldi later on, there is precedent for the Psi Corps messing with "mundane's" heads. The Psi Corps sacrificing one of their own didn't sit well with me on a logical level. Garibaldi's line about his luck with second in commands was hilarious!
