I love this character.

[Her closet had some of the prettiest kimono's in the village, and walking over to it she couldn't help but finger the silks and the cotton, her vision grazing over the delicate embroidery. Then she pushed it all aside and pulled out black pants, a tank top, and a netted long sleeve shirt.]

I love that. It tells so much about her, who she is! And this as well:

[She stepped carefully over to the mirror, straightening her hair for a moment before glaring at her own Hyuuga-eyes. To be given such a powerful gift that I cannot use... yes, I'm smart, but I'm not skilled enough to be a ninja. She slipped her sunglasses over her eyes, and walked out the door]

That's some powerful writing. It's really good character development and I just love it!

[Then her father found her, and consoled her and hugged her, and took her out to teach her how to call fireflies to light up her bedroom at night.]

:( What an awful, but still kinda nice memory. I love daddy-daughter moments...

[It started to rain as she started her training;
It started raining.]

You said that already. It can't "start" twice.

[then she looked at her hand, the one that was warm with the skin of someone else; the hand belonged to a raven haired boy she barely recognized from back in the academy. "... who's he?"

"Dunno,"]
xDD Is he asleep or something? They're talking about him like he's not even there. And it's kinda weird... who is this guy?

[I wonder why he brought me here..? She thought. Without my jacket and my glasses, I must look exactly like a Hyuuga.]

Ah, so he is asleep. And ah, that makes sense if he's a Hyuuga.

["Wake up Inuzuka," her father's voice boomed from across the room. ]

AHAHAHA! He's an Inuzuka! O! The plot thickens! Well, only because I'm imagining that they might be friends eventually or fall in love xD

["That's going to be the best answer I'm going to get... so, moving on. Should I ask Kiba and his son to come over for dinner or-"

"Father!" She hit him lightly in the side, and he laughed.]

AHA! I love your Shino! He's so awesome!

So, wow, I loved this. I'm even going to favorite it! Shikari is a great character and I love the dynamics of her family! And it was nice to get to get caught up in someone else's feelings even if they were depressing ones xD

Bravo.

This addition does great justice to WLIC. Dunno if you plan to make this a one shot or not, but I hope you follow up on it; Shikari's dilemma is a very compelling story
