When I first saw the summery, I admit I was really confused, but now that I've read it, it makes a lot of sense. I thought about everything he says, and I think the only times he really speaks about something from his thoughts are when he's talking with Iruka-sensei or yelling at someone, and I think you explained why he does that really well, not too confusing, but not so simple that it's obvious eithor.

I have always thought that Naruto never does say anything - even though he talks so much...

A few spelling errors here and there, but they don't distract the reader from the plotline.

Some puntuation...stuff...

1. "if he was quiet then he was abused,"
- a comma is needed after 'quiet'

2. "One of his first memories was walking down the street, and hearing the whispers and feeling the glares that followed him everywhere he went."
- the 'and' after 'walking down the street' need to be deleted. It makes the sentence flow better.

3. "Children -especially blond haired, blue eyed, whisker marred jinchuruiki named 'Naruto'- were to be seen, not heard."
- I think the hyphens can be replaced with commas. 'Blond haired' needs an hyphen.

I noticed that you really like to use hyphens in place of other puntuation such as commas. XD Oh well, they work well in story- writing, maybe not standard English though.

Interesting play with the reason for Naruto's loud personality.

Okay, sorry it took so long for me to review this awesome piece, but life wacked me up the head and told me to piss off. So now I am. This was a particularly emotive piece, and you did well to point out that naruto while he talks all the time doesn't actually say much.
