Well, that is an interesting plotline. I do hope you don't intend to leave it as is. I find the entire, "Ranma messes with the scout's timeline" aspect, and I must say, this "Gendo Saotome" character is one of the most evil villains I have seen in a while.
I am concerned about a few continuity errors, though:
First of all, it seemed like Genma killed Ukyo, but then she came back and went after Ranma in the bathhouse, and then she acted like she was unaware that Ranma was a girl when she met Makoto. You might want to clarify this.
Second, It seems like Ranma has met the scouts on multiple occasions after getting kicked out of the Shrine, during which she had explained her current situation to them, but it they keep being surprised to run into her as if they had not seen her since Grandpa Hino kicked her out. This may be the result of revisions, though.
There are also certain points,(specificly the "several months" that it took Jedite and Titus to become Jade) when the timeline conflicts with itself.
It also seems like you are not using all of the resources you have available. You set up Kuno before Nabiki found Ranma, and have not used him yet, and it seems to me that Moouse is a worth-while source of distraction.
I hope you continue this story and bring it to a grand conclusion (hopefully with Usagi and Ranma defeating Galaxia together).

Oi, Just a thought, but I think something is wrong with your time setup here (in Chapter 8). It says that months had passed since the ship incident. That can't be right. If Jedite's punishment after failing on the ship lasted 4-5 days, and then he took the whole week Beryl gave him to attempt do the airport thing, and Ranma has been in Nerima for a day or two, that is two weeks, tops. Not the several months indicated, Unless I missed a large amount of time somewhere...
Also, I thought that the "crystallization" or whatever it was punishment that Beryl threatened Jedite with was supposed to trap him for eternity in torment. Just killing him (and allowing him to return by fuzing with Tidus) is not the kind of punishment that Beryl would have used. Far too merciful. You may want to consider that on the re-write of the chapter.

if you'r willing to persevere the first 3 chapters of this fic(poor wighting style), the story improves rapidly to reveal a true gemstone and because of this i sincerely hope to see this fic completed one day soon.

Uh. Ranma's A) A girl, and B) At Juuban under the name Ranma Misaki (or Masaki or Mazaki or something). Why on earth would Umino associate them? Oh, except that Ranma's randomly introducing herself under her real name or her assumed name on whimsy.

This isn't so much a review as a chance to give you some information. You mentioned having an episode guide disappear and I though that I would let you know of a site I found. I don't know if you are planning on doing any more Sailor Moon but if you do you will have the information that you need. The site is located at Hope this is of interest.
