That Harry is for one time not the center of attention is a nice change, although I could imagine him getting involved in senshi business either by becoming Tuxedo Kamen (even if I don't think him mature enough or that that relationship would implie Harry/Dumbledore slash) or by becoming Chibi-Usa (big potential to develop the mentor/mother relationship with Dumbledore/Usagi, the teammate bonds with the other senshi, the Marauders, ...)
I think from my rambling it's clear which of the two I would prefere (Chibi-Usa), but first the big Weasley reunion!

 Innocent Bystander 2008-11-03 . chapter 5 Interesting premise. Still incomplete, I see.
1) The last chapter appear to have an excessive clue... New girls and strange apparition of girls... The other characters have to work seriously to avoid the necessary conclusion (and we have already Minako to be labelled as Sirius). This part can be rewritten to avoid an unwanted conclusion.
2) I would like to see Sailor You-Don't-Have-Say-Her-Name, or what it has to be (a very, very silly idea. Still tempting).
3) More specifically: Rei Hino is a miko, a shinto priestess. She has some spiritual powers and she is the unique of the group, able to cast spells without transformation, using o-fuda, arrows and divination; she has fire-related abilities, also in her normal form.
I would think, if Severus has to be a miko, (s)he has to be a SERIOUS miko.
That is mean: ritual, training, and hakama, the white miko garment. White is the oriental color of purity - and of death, instead of the usual "wizarding" black. Finally, Himiko, an ancient queen of the Yamataikoku (ancient Yayoi period) was rumored to be a witch (more probably a shaman woman).
These arguments can impress Snape, of course, and also other Slytherin's characters, if they would know. Snape's usual serious demeanor can be locked with Rei's miko attitude to give a character very more serious than a scared girl and, in some amusing occasions, suitably terrible. I can also suppose that Dementors can be despised by shintoism like "hungry evil spirits" and the character, in "Rei form", can be very intolerant against Dementors. And fearless, too.
I would have preferred that the intruding Dementors were exorcized by Rei using her rituals, ofuda, and so on... in public. Without need of magical disguise, to avoid the following problems. Well, I understand that consequently Rei would become too popular... (a silent, mysterious, beautiful girl versed in a very powerful ancient oriental magic, able to dispell six dementors - with great efforts, of course but however - well, if she have the combined abilities of Rei and Snape, she has to be really powerful also without "Sailor powers").
Another borderline example of miko, different from Rei, is Kikyo in "Inuyasha". Powerful also in the "dead" version.
4) Ah, and the new students have also to communicate in Japanese... This can be also a secret way to speak. "Rei" can blame "Usagi" for her brainless behavior using quiet, but hard Japanese speak...
Of course, "Usagi/Dumbledore" can be also a case of "obfuscating stupidity", to control Pluto. Well, I hope.
5) We had already "The Chamber of Secret". I don't know about Snape, but Rei can think that a secret room hidden under female's bathroom is "a perverted thing" and that Salazar was "a really perverted", not because of Dark Arts...
