Yeesh, those last two lines made a shiver run down my back. Very nice...I would try to critique it but I know next to nothing about poetry...

I was - I must admit - a little worried when I saw this. As a Javert fan, I find many poems about him revolve around the suicide, Stars, or his 'obsession' with Valjean.
However, I found your poem quite enjoyable. A nice paraphrasing of Hugo's thoughts on Javert's state of mind at the end.
One day I'd like to see a poem which overs all the anomalies of Javert. His weird sense of humour, his burnt coat tails, his bizarre comment about having a woman's claws...
But I digress. Well done. Oh, and my felicitation s for choosing Javert as your subject.
