I think it is easier to use too many paragraphs. When reading online, large paragraphs can cause major eye strain. By using more paragraphs, an author gives the reader a chance to rest the eyes and also reduces the chance of missing a sentence within a paragraph.

You should definitely keep short breaks online, but use standard paragraphs in paper writings.
