Now my contrary nature is acting up and urging me to mess this up deliberately... but I won't.
This is a wonderful idea. Now if only they (the mysterious and brilliant genius founders/organizers of this website) would post this on the home page or something. I bet it will help a lot of new-(and not-so-new-)comers.
However, I'm going to disagree with you on what you wrote for OOC and IC (that's the first time I've read about this abbreviation! You learn something new everyday...). I think it's very misleading.
In my opinion, OOC is not automatically bad and an author characterization skills has nothing to do with how IC he/she makes the characters. Isn't it slightly silly to encourage and expect ff-authors to keep everyone IC? It'd take all the fun out of things!
As you have pointed out earlier: fanfiction is about exercising and expanding the imagination and ought to provide "unlimited possibilities of the stories that you thought you knew" (great wording, BTW - couldn't have put it better myself). Therefore, I don't see why there are so much stigma involved with twisting, redeveloping or reinventing existing characters' personalities. It's basically the same idea as AU - just that instead of changing the setting, you are changing how the characters behave, which tend to lead to different outcomes from the original stories.
I think it is a very interesting route to take and more or less every author does it to some degree - it spices up known plots and usually make for very unique stories.
Personally, I think characterization skills are more to do with how well you have developed the characters in your story - are they bland, 2D individuals or vivacious, live beings that hooks the readers in and makes the readers fall in love with them. An author with top characterization skills is about bringing their characters alive and moving the readers to feel for them, right?
The characters shouldn't need to resemble their original counterparts.
Anyway, I'm ranting. Sorry. On to other topics:
I love the structure - very neat and easy to follow. The content is clear-cut, detailed, informative and riddled with humourous quips that ensures people would read it even if they know it all already. I especially love the repeating quips about how if all else fails, sex(y) scenes and characters as vampires always works - so sad, yet so true. lol.
Also, in part four where you wrote that bit about not giving up and such? Probs my favourite part! So energetic and inspirational... will you marry me?
Some grammar/spelling errors I spotted in Q&A section:
You wrote "Only if you ask for their permission first, otherwise, it is a very flattering question to get!" Shouldn't it be something like: "Only if you ask for their permission first, but it is a very flattering question to get!"?
Also "Don’t take it personal! A lot of people tend to get bored and then take up their time putting people done – known as cyber bullying." - I think you meant this "down" instead of "done".
My favourite Q&A is the last one about reviews - totally great to have those points pointed out:) Some take the number of reviews way too seriously but like you mentioned, it doesn't always correspond with how good the story is. Hopefully this will help and perhaps give some of those self-doubting authors more confidence.

This has got to be the most useful piece of writing on this website and yeah, it would be hilarious and very ironic if it was banned for being irrelevant. That'd be a bit of a travesty. Hopefully they won't though - we desperately need this to guide us poor lambs!! |

But I also noticed I few things, that I feel the need to point out.
1.a paragraph for two (Did you mean a paragraph or two?)
2. Lemons are part of the critrus rating. Lemons means sexual content, lime means implied sexual content and orange means no sexual content. (It's not that popular in some fandoms, but I've seen it plenetly of times in Digimon and on fansites)

Though, I'm not sure Lolita is particularly a Japanese term. There is the style of dress popular in Japan and such, and people do use it for anime fanfiction, but is it not also included in other sorts as well?
I am not 100% sure; it just strikes me as odd.
