Based on comments from JK herself and other information such as the number of carriages it takes to transport years 2-7, the number of seats at the Quidditch pitch etc, the number of students at Hogwarts should be around 670, so we have to assume that Harry's year is abnormally small. They were all conceived during the final two years of a dirty war so probably people were trying not to have kids.
