Even though the details need some work, this story still has an interesting plot line and could be salvaged. The major problem I noticed in the story was the way certain characters acted. I found it unusual that the Peacekeepers would hurt a tribute so readily; especially because of the fact that you establish the fact that all other tribute "safety" measures were still intact. Also, why was an escort from a well-to-do district drunk? As a capitol citizen, wouldn't she be more refined? Finally, if the rebellion failed, the capitol probably would have hunted Katniss, Peeta, and Gale. Most likely at least one would have been caught. Even if they all had escaped, there is still the love triangle problem, making the three acting together rather unusual. I suggest killing one and using that as the reason why the 3rd rebellion was created. Katniss or Peeta would be ideal, but Gale could work. Also, you have small grammar issues scattered throughout the story. If you need help with editing your story, I'll gladly help.

Really good for a first fanfic! They can be tough to start.

Just a tip: Try to describe the setting more. I loved the descripiton of the dress, so try and put that energy into the surrounding's description.
