Interesting! I like this little analysis of Kolchak's situation. It makes sense that the police would use him like that to keep their own hands clean - pass him off as a harmless, tabloid reporter, while taking him seriously on some level.

It makes me wonder whether Kolchak is aware of what they're doing. And it makes me think of a potential story idea where someone else more powerful has also decided to use him from behind the scenes, without Kolchak's knowledge, having him do the dirty work to find something or solve something, and letting him take the fall when things go wrong.

Very nice story. A nice plausable explaination on the relationship between Carl and the Police, from their point of view. There had been numerous episodes where it was seen that they saw his points, no matter how bizzare.
