If the ring truly leads its bearer along it's own desired path, then powerful people should be kept away from it. Frodo offers the ring only to kings, leaders, and those who can carry out schemes of a larger nature than that of a mere hobbit.
Glorfindel is powerful thus he may turn away from the ring, but the ring will not turn away from him. Legolas's youth is thus in his favor.
