Your story has a really nice concept and I can see a lot of potential in the story.

The first chapter, although there were some OOC moments for Ruka (I'm currently in the manga's latest chapter so I'm basing my opinion on this, although it is true that Ruka has every right to hate/dislike Hotaru for blackmailing him and making money off of him, I know that he doesn't hate/dislike Hotaru. He may not have any romantic feeling for her, but he shows concern for Hotaru and trust her especially at crucial times, this is also the reason why I think that the RukaRu pairing is probable) the prologue was still very interesting to read.

As for the second chapter, when I read it I thought this was what was written in Hotaru's diary since it was a first person POV, but where was Ruka's reaction as he read it? Then I got what you were saying in the A/N portion.

This is just a suggestion, but I think it would be better if you write a chapter using the Diary's text (first person POV in italic) and have Ruka read it along with us readers (Ruka will have the normal POV so it will not be confusing). I thinks it's more exciting that way and to see Ruka's reaction along with it makes it more fun to read.

Also since you wrote in the prologue what Ruka thought of Hotaru and his intense dislike of her (that's the feeling I get) I hope you won't make the romance fast pace, just like other said NatsumexMikan are similar to RukaxHotaru which is why I think their romance shouldn't be rushed. It took a decade of manga volumes to have the first pair be a romantic couple and I think it will also be the same for RukaRu pairing, rushing these two's feeling will just feel awkward.

After everything I said, this is still your story so if you have a purpose for putting flashback in the story like this chapter then go ahead, and if you like to rush the romance between the two as long as it work, it awesome! Like I said I can see a lot of potential in your story so I hope you continue this.
