It was not asked from me, and I had already spoken without ordain." -- I'm reading this as not really bitterness or anger, but frustration at having such a passive role, not able to act but unable to change the decisions/minds of others. He seems powerful and wise, but regretful. [Not knowing *that* much about Mandos, I could be reading the wrong thing into it.]
I like how it comes together in the end. Now that he has Feanor, he'll make sure the same mistakes won't happen again.
You definitely should not remove this! :) I'm curious what perspectives you might be able to offer on other Valar, and even more on Mandos, but HP of T has given you quite a lot of room to move in that respect. :)
