The Law
Of Plots and Plans

A/N: Is ANY idea of mine original? I'm starting to think not...Okay, you know the deal, I sit here and get a cramp from writing this, and you review it! OR ELSE! .: Growls:. ((PS: Ya, know, I DARE someone to flame! Not only that, but leave your name, not go 'anon.'. C'mon, and the most original one might make me laugh! I mean, you shoulda heard this one I got for my 'Past and Future' story. .:Laughs:.)) Oh, and I'm kinda mixing the comic and cartoon versions here...So if you get confused, just read through it. Now then, lets get this over with!
"I've said it once, and I'll say it again; I DON'T LIKE THIS!" Commissoner James, Jim to his friends,Gordon half yelled at no one in particular in the over crowded conference room.
"We heard, sir." Harvey Bullock said in his usual sarcastic way. But most of the room had to agree, it'd been almost four days since the Law went out and the Commissoner hadn't stopped dissing it for all four. "But, like we've said, what can we do about it? It's not like the Pres. is gonna listen to us anyway."
Renee Montoya rubbed her temples, feeling one hell of a headache coming on. It was a very circular argument: Gordon'd say he didn't like it, someone would ask what they could do, Gordon would ask for ideas, people would give them, others would just shoot the ideas down. She had ran out of asprin the second day.
"Gentlemen, maybe it'd be a good plan to actually think about this? I mean, in Gotham alone, almost everyone has been saved by either the Bat, one of his sidekicks, or a friend of his, wouldn't, and shouldn't, they have a say in what we do?" She broke in before the two could progress any farther. "Then add in all the others: Superman in Metropolis, Flash from Central and Keystone City, Nightwing just next door in Bludhaven, not to meantion all the 'rouges' who just wander around!" The room got quiet, she had their attention. She took that as a good sign. "We need these people, yes. Are they breaking the law, technically yes, but by doing so they also help uphold it. Without Batman's help, how often do you think we'd have caught Two-Face? Poison Ivy? The Joker? And the Leauge has helped not just us, but other people, other places, other planets!" Most of the people in the room bowed their heads, out of guilt or whatever, she didn't know. "And just because some bureaucratic jerks decided to crack down on 'em, we're going to lose them." She let that comment sink in before she continued. "This isn't right, and we all know we can do something about it. We just don't know it yet."
The silence in the room after she sat back down said it all.
"What are we gonna do?" Flash sighed. He, like the other dozens of heroes, was suffering from cabin fever from being stuck up in space for three days. 'Or has it been four by now?' He thought to himself, waiting for someone to answer his question, but knowing they wouldn't. "Maybe Huntress had a point." He said, looking around the table. "We'll live our 'normal' lives until this all blows over. What could it hurt?" The others either rolled their eyes, glared, or didn't respond. "What?"
"It is not that simple." J'onn Jonnz replied in his usual monotone. "This issue might not even 'blow over'. They already have three of our comrads, perhaps more." A collective feeling of discomfort filled the room asfive of the'Super Seven' mulled those words over.
"Well, whatever we decide, it needs to be done quickly." Shayera flexed her wings as she looked along the table. "Half the Towers ready to pop an airlock and make a run for it." She paused, tilting her head a little. "And I'm not sure I'd try and stop 'em." There wasn't any note of joking in her voice.
"I'm with Feathers on this one." Flash said, raising his hand. "I mean, most of us have lives 'down there', and one of these days Bats is gonna stop calling in for our 'sick days'! Why not just let anyone who wants to, go down? That sounds fair to me." He looked to the Thangarian, who nodded as well.
Superman consiered this for a second. But just one. "No." He said simply, ignoring the shocked and mad looks on the two across from him. "I d-"
Batman interrupted from the door. "But they're right, some people here need to get off the Watchtower." The others went quiet, knowing what was about to happen. "And since when was I not invited to League meetings?"
Superman all but glared at the Dark Knight. "We couldn't find you, this was important. We decided to get started." The others raised an eyebrow at the 'we'.
Flash raised his hand again. "Uh, no offence, Supes, but how couldn't you find him? Its not like any of us can get off here and the Tower isn't that big..." He flinched as Superman's glare turned to him. "Sorry, shutting up now..." He muttered.
Wonder Woman spoke up next. "That's not fair Flash." She defended Superman. "We went everywhere he goes and he wasn't there." She ignored Batman's glare. "And isn't coming up with conspiracy theroies Question's job?" She had to fight a grin as Batman growled and Superman flashed her a smirk.
"Now wait." Shayera broke in. "Last I checked, Batman was in the League too. And he may be hard to find, but, like Wally said, this place isn't that big." She paused and the ghost of a smile flickered on her lips. "And I doubt he likes being talked about like he's not here, too." She turned toward Batman. "Where were you that our two teammates here had trouble finding you at?"
Batman rolled his eyes, though no one could tell. "Where I usually am. My room. I'm not sure how they failed to find me there..." He let the sentence hang, the words 'If they'd looked.' not really needing to be said. Shayera seemed to pick up on the unspoken words better than the others and nodded. He took his place at the table. "Well?" Silence.
"We can't all stay up here forever." John Stewert said into the silence. "But we can't all go down either! Not only would it be hard, but it'd be pretty suspisous to have fifty-or-so people all just 'appear' at once."
"Is it just me, or are we going in circles?" Flash sighed. "Like I said, we let anyone who wants to go, go. The rest can stay. Simple as that!"
"Nothing is 'simple' anymore, Wally." Superman said, frustration leaking into his voice. "Half the planet is out to get us, and the other half is staying out of it. You honestly think they'll just throw us in little cells and leave us there?" Everyone turned to Superman, suprised.
"Clark, he made a statement, no need to bite his head off." Shayera put in. "And I have to say, the airlock idea just keeps looking better and better..."
The Martian Manhunter spoke up. "Perhaps Wally's idea has some merit. It would give those who need it some time off and the rest wouldn't be harmed by them leaving. I th-" A knock on the door interrupted him. "Come in."
A breathless Green Arrow stood there,lookinglike someone who was bringing Deaths message. And what he said sounded offly like it. "They got to them. They got to the Titans." He threw a newspaper on the table. They all leaned in to read it.
On the front page was a picture of Starfire, Arsenal, and Wonder Girl. Each one in some sort of restraint, obviously depending on their strengths and powers. It was hard to tell who'd been hurt worse . Arsenal was bleeding from numerous places,Wonder Girl was still struggling a little, and Starfire was unconscious. The Leaguer's stared at the image, two faces showing more pain than the others.
"Donna..." Wonder Woman whispered softly, anger and sadness filling her eyes.
Beside her, Green Arrow looked ready to kill. "We can't just sit up here while they pick of our kids. We're all safe up here and they get picked off, one by one? That somehow doesn't seem exactly fair if you ask me."
The others were silent. Most of the Justice League had a friend, partner, or realitive in the younger group. None of them wanted them to get hurt.
"What do you suggest?" Superman sighed. The others, all of them this time, turned to him.
