By the light of the Moon, we swear to be the silent observers. We swear to protect the Earth and its people. In order to fulfill these oaths the following rules must be observed:
I – Contact with the people of Earth, royalty notwithstanding, is strictly prohibited.
II – The role of observance must be obeyed. Interference by Her Majesty is only permitted in situations of absolute necessity.
III – The Crown Princess must be accompanied by representative members of the Inner Planetary Confederation until the time of Her coronation. These representatives may have limited contact with the people of Earth in situations where warning is necessary.

Any citizen of the Moon found disregarding these rules will be punished accordingly.
The day that Princess Serenity was born should have been incredibly joyous. It was this, but in a much muted manner. The Queen was not blind to the fact that her daughter was born under a Blue Moon. She was also, unfortunately, quite aware that her husband was not returning to the Moon ever again. Something was coming. Something awful. It was still far away, still far from harming that precious blue jewel that she protected.
Queen Serenity looked into her baby’s beautiful, serene face. For reasons unknown, she couldn’t help but think that this child would have a hand in the upcoming battle. The Queen’s intuition was never wrong. She would take every precaution to raise Princess Serenity as far away from strife, and the planet Earth, as possible.

“Why is it so blue?” Serenity asked, staring at the Earth. At five years old, her curiosity was peaked.
“It’s the water, Serenity,” her mother answered slowly. She smiled softly at her daughter.
“Oh. Why isn’t the Moon blue?”
Queen Serenity stood motionless for a moment, shocked by the question. She shouldn’t have been. Serenity was born under a Blue Moon. Her fascination, bordering on obsession with the colour should not have been a surprise.
“It was on the day you were born,” Queen Serenity answered. She smiled as Serenity spun around to face her with wide eyes.
“Maybe that means I should have been born on Earth,” she replied. The smile fell from Queen Serenity’s face. The clarity with which her daughter had made the statement terrified her. The Blue Moon was not a day to be taken lightly, but neither were the cardinal rules of the Silver Millennium. Serenity would have to be schooled in the rules continuously if they were to avoid any…incidents. A chill went down the Queen’s spine. Contact with the people of Earth was punishable by death, regardless of the person’s stature. This idea must be stamped out, even now.
“Serenity,” the Queen snapped; her crystal eyes cold as ice. She regretted the fear that grew in her daughter’s cerulean eyes, but knew that it was necessary. “You must never even consider going to the Earth. It is not where you belong. It is not your destiny.”
Serenity nodded numbly, yet her eyes were still drawn to the planet.
AN: I wanted to write a story that tells the “how” of Serenity’s and Endymion’s ill-fated romance. If she was never supposed to go to Earth, then why did she? Anyway, let me know what you think. ;)
