Destiny Origins

NOTE 2: The concept of Destiny Stones in this fic is borrowed from The Honeymoon’s Over, by Antithesis, New Beginnings, by Espeon Master, and Tough Love, also by Espeon Master. This fic is a one-shot sidestory to those fics.
The Universe has been completed. Now, the Council of Legends convenes for an analysis of their deeds.
“Let us now confirm what we have done,” says Arceus “I, Arceus, have created the Universe itself.”
“I, Dialga, have created Time.”
“I, Palkia, have created Space.”
Much, MUCH later along the long List of Legends…
“And I, Mew, have created Life.”
“Ah, Mew,” says Arceus. “You had the greatest task of all. Please elaborate on your actions.”
“I have created 491 (Yes, I know it’s 493, but bear with me—I’m assuming that Mewtwo hasn’t been made by Giovanni yet, and…well, you’ll see) species of creatures called Pokémon. They run and jump and frolic and play in the goodness of all your creations. Some even evolve into other kinds. It was very artistically done,” says Mew.
“Oh, Mew,” says Celebi, “All of the rest of us, from Arceus to Zapdos, have had the task of creating things that are. The Universe is. Time is. Space is. Ground is. Water is. And so on. But Mew, your duty was to create Life; Life does. Of these Pokémon that you created: do they, or are they?”
Mew struggles to find an answer while the other Legends eye him expectantly. Mew may have been a Legend, but not even Legends were perfect. Mew bows his head, as if in shame.
Finally, Mew says, “I have failed you, Master Arceus. I have failed you, Legends. I am sorry. These Pokémon are; the do not.”
“Then who shall bridge the gap between my Stars?” inquires Palkia.
“And who shall mark the passing of my Time?” asks Dialga.
“And who, when they sleep, shall have my Dreams?” questions Darkrai.
“And who shall make the Wishes for me to grant?” begs Jirachi.
“And shall build with my Steel?” requests Registeel.
And the List of Legends continued its interrogation of Mew.
At the end of it, Mew says, “Once again, I am sorry. But I shall make it up to all of you. I will create 2 new life forms, Deoxys and Human. Together, they shall perform those tasks that each of you has mentioned. But to show that they are a part of all Life, they will be able to shapeshift into Pokémon. Each Human or Deoxys will have a ‘Destiny Form’, a particular type of Pokémon, unique to each individual, which they can shift into at will.
Murmurs of consent rippled through the Council.
“Very well, Mew,” says Arceus. “You may do so. But what if you screw up again, Mew? What then?”
“Master Arceus, I will not screw up a second time,” says Mew.
“I should hope not,” says Arceus.
After Human and Deoxys were created, the Legends seemed to find nothing wrong with them. There was just one problem. None of them were turning into Pokémon. The Deoxyses were shifting from their normal forms into a much stronger form, a much faster form, and a form with exceptionally high defense. But they were not shifting into Pokémon. And the Humans were not shifting at all.
“Mew, why do they not shapeshift?” says Ho-oh. “Go down and ask them.”
“Very Well. I shall ask them.” Says Mew.
So Mew goes down to the Universe and asks some of the Deoxyses, “Why do you not change into Pokémon? Don’t you want to?”
To which they respond: “Change into Pokémon? That’s preposterous. We can shift from Normal Forme to Attack Forme, Speed Forme, and Defense Forme, but we cannot change into Pokémon, as that is impossible!”
“Really? We’ll have to fix that,” says Mew.
So then Mew heads over to the planet Earth, where the Humans dwell, and asks them:
“My friends, why don’t you change into your Destiny Form? Why don’t you turn into Pokémon and rejoice in the goodness of Life?” asks Mew.
“What is this ‘Destiny Form’, you speak of?” respond the Humans. “We cannot shapeshift into Pokémon—that’s ridiculous!”
“Oh, dear,” says Mew. “We’ll have to fix that.”
Then Mew runs back to the council and says, “They do not shapeshift because they cannot shapeshift. They believe that transforming into Pokémon is a ludicrous concept.”
“Mew, you fool!” boomed an angry Arceus. “You have screwed up for a second time, contrary to what you said you would do!”
“I’m sorry, Master Arceus. I have failed you,” says Mew
“Mew, you have one more task that I will give to you,” says Arceus. “You shall make these Humans and Deoxyses able to transform into Pokémon.”
“Very well, Master Arceus. I shall not fail you for a third time, I promise you,” says Mew.
“You had better not, Mew, or else you will face my wrath,” says Arceus.
“I won’t. Don’t worry,” says Mew.
So Mew makes the Destiny Stones.
“Master Arceus, I have created Destiny Stones. Whenever a Human or Deoxys wears one of them, it will be able to transform to and from their Destiny Form,” says Mew.
“Very good, Mew,” says Arceus. “But will they be able to shapeshift after they take it off?”
“Um…” stutters Mew.
“Mew, you are such an idiot! You will now face my rage!”
“Master Arceus, are you going to kill me?” asks Mew.
“No. Instead, I challenge you to a battle!”
“But Master Arceus, there’s no way I can win!” says Mew.
“That’s the idea,” says Arceus.
“Fine,” groans Mew.
Arceus begins with Mind Reader, so that his next attack would not miss.
Mew starts off with Future Sight, and commented, “In two turns you’ll be in a world of hurt, Master Arceus.”
“You won’t last that long. Dynamicpuch! Oh wait, crap, I don’t have any hands!” says Arceus
“Psychic!” cries Mew.
“Youch!” yelps Arceus. “Well, that did hurt a little, I guess. But, now, Mew, prepare for your Judgment!”
“Say, isn’t that a Fist Plate you’re holding, Master Arceus?” Lugia, who is observing, butts in.
“CRAP!” swears Arceus.
“Psychic!” Mew repeats. Arceus takes the attack, and is beginning to look shaken.
Just then, the attack that Mew had foreseen earlier strikes Arceus, and he collapses to the ground, while swearing with the vocabulary of a lumberjack who had just sawed off his foot.
“Okay, Mew, you win.” coughs Arceus. “But it shall be your duty to watch over these Destiny Stones, along with Humans, Deoxyses, and all Pokémon.”
“I shall, Master Arceus,” says Mew. “I shall.”
