I think this conversation must have happened shortly after The Bat Cave Affair.

“Your demands are 'No body of water shall be mined, booby-trapped or otherwise made unsafe'? For this every secretary, female technician and agent in THRUSH is on strike?”

She smoothed her skirt nervously. “Yes sir. It's a safety concern, someone could fall in.”

“THRUSH Central agrees to your 'demands'. A directive will be issued to all satraps,” he glared at her. “Don't try it again.”

“Thank you sir.”

Later she looked at a photograph. A surveillance picture, it showed a wet and muddy, possibly blond, enemy agent. Similar pictures were owned by THRUSH women worldwide.
