Tseng knew. Tseng always knew.
He knew that when Rufus was little, he was jealous of how easily his brother could make friends, when he could not. He made every single Turk introduce themselves.
He knew that when Rufus was put as vice president, that he broke with stress and got drunk for the first time in his life. He took care of his hangover.
He knew that when Rufus was feeding information to AVALANCHE, even tried to talk him out of it, but said not a word to the President when it happened. He made sure he was unharmed.
He knew that when Rufus was captured and on house arrest, he fell into depression and contemplated killing himself. Tseng stayed up with him all night.
He knew that when Rufus found his father dead, he didn't even flinch at the sight of him. But he was the one to sit with Rufus all night while he sob in mourning in the privacy of his room, even though he swore he hated the man.
He knew that when Rufus was announced as the President of ShinRa, he had fallen ill with stress. He stayed with him the entire week to help him recover and give him the push he needed.
He knew that when Rufus found out that the passcode to everything in the ShinRa building was his birthdate, that it through him for a loop and he mourned for his father, again.
He knew the exact moment when Rufus fell in love with Sinclaire. It was during training when they were both eighteen years old. Just before Rufus became the vice, and just two years before he'd become the president. Reno had compared his eyes to the stars. And Rufus' eyes did something that Tseng hadn't seen since he was little.
They lit up.
