Capitol Citizen's POV

The cold air nips at my bare hands, red with cold. I rub them together, desperate to make them warmer, but it doesn't work. Why am I gloveless? I am a Capitol woman. It's a new trend. You wouldn't get it. I look at all of the other frozen hands. Snow starts to fall slowly, making the scene even more dreamy. The President steps up on stage and waves. We all cheer with excitement. I jump up and down cheerfully as the crowd dies down and the President starts to speak,

"ATTENTION PANEM!" he starts loudly, "As we all know, it is that time of year again- time for the Hunger Games!" I cheer blissfully and try again to warm up my hands. "And this year we have a special announcement for the Quarter Quell! This year to remind the Districts that no matter how old they are, they are under our control, tributes will be reaped from ages eight to eighty!" The crowd erupts with excitement! I clap and almost shatter my frozen hands.
