Ah, I see. Sounds more a cross between BlackOps and SpecOps though. SpecsOps are essentially the missions that require care, such as intelligence gatnering and escorts, involving direct military involvement.

BlackOps is essentially are Assassinations, Spying on civilians/foreigners, Interrogation, and all that good stuff, usually done in a way that places the blame on someone else, keeping them free from responsibility while achieving their own ends.

They mostly do their own thing as the Colonel is just a bit over a Duke, but they do receive Orders from Lords and the Judges in Vanedril.

Well, remember, the Lords don't really lead unless in a crisis or they feel like it and the Tardis needs to be in 'orbit' around either earth or Terra to access it, a process that takes awhile to perform.

Well, the Terran Freelancer won't work, considering two of The Archforce know him, and one of them was romantically involved with him.
