For me, I say:

#1 Slade: An extremely dangerous intellect that has spanned five seasons. He is obviously well-banked to pull off the enormous projects he undergoes (nanoprobes, robots doubles, giant worms, and neuro-suits cost more than some petty stolen cash. methinks!). He shows no signs of being caught, arrested, or detained.

#2 The Brotherhood of Evil: A global threat that almost abolished young heroes.

#3 Brother Blood: A criminal that can brainwash and control minds, has a variety of dangerous powers, and at one time was the headmaster for the HIVE's private academy.

#4 Red X: A thief that carries a very dangerous belt, from the weapons it makes to the Xinothium's unstable element inside. Red X is smart, inventive, and always eludes capture. However, he takes #4 because more because of his potential as a villain (which he wastes) and the fact that he's high-priority to Robin. Red X is, in relaity, more of a glorified theif than a big villain.

#5 Mad Mod: A master of illusions, Mad Mod can keep his prey running in circles for hours, as well as "hypnotize" his victims into passivity.

#6 Killer Moth: He is a genius when it comes to genetic mutations and can endanger the entire city with his mutant insects. Plus he spawned Kitten. Dude must be evil.

#7 (The Amazing) Mumbo: Like Mad Mod, Mumbo is an illusionist. Mumbo's magic can transmogrify object and can immerse victims in an entirely new world. But Mumbo doesn't utilize his talents

#8 Control Freak. After his stunt with the Titans East, Control Freak has turned himself into a true threat, and is willing to sacrifice innocent lives (and the lives of the heroes) just to appease his fanboy appetite of watching his favotite super heroes in battle.

#9 Doctor Light: This guy may be a sad little man, but he has a very nifty suit and can create powerful machines. He is also not above kidnapping, nor against using his unwilling captives for his projects.

#10 Johnny Rancid: This guy is last because he's a biker with a 'tude. However, he knows how to cause mayhem, so if he stumbles upon a tear in the fabric of reality, he makes reality over in his own image (like a good bad guy would).
