1. No flaming. Constructive of criticism of stories or writing or such if someone asks for it is fine, but now insulting each other, or characters. You could say something like "I think Character A is dumb" and that's an opinion, but be prepared to express why if someone else has a differing opinions.

2. Anyone can start topics. Any topic that has to do with crossovers, or individually with either show, or individual characters. Or a particular crossover pairing, or anything. As long as it does have to do with the shows, and isn't just some random topic about ants. Ants are awesome, but have no bearing on the shows, or the characters. As far as I know.
