Yes, they can be brutally honest, but some stories just ask for it. I don't appreciate Mary-Sues and will be very blunt about it, but be happy I didn't spork it on my site. (I could still do that, so by all means send me hate-mail so I feel inclined to.) Most stories I give concrit to, this is giving constructive criticism hoping to improve the story and the writer. However, this is only with stories that I believe could become better.
