Author has written 32 stories for Naruto, Harry Potter, Sailor Moon X-overs, Kingdom Hearts, Wheel of Time, W.I.T.C.H., Anime X-overs, Yu-Gi-Oh, Fate/stay night, Eureka, Negima! Yes, that's highly unreasonable, but hey, why not? Anyway, the following came to me from my classmate Phil: Hiyo. It started when I found out that pocketbook prices in booksale had doubled from 80 to 160. I sort of wondered why, and began poking around a bit. It looks like I found an answer when I read a blogpost by Kenneth Yu of Philippine Genre Stories, which itself quoted from an article by visiting non-fic writer Robin Hemley. Basically, due to the rabid success of the Twilight series, some customs officials reasoned that they could cash in on the book market and increase government revenue (and maybe their own?). Customs has begun to tax books imported into the country, in violation of the Florence Agreement on the Importation of Educational, Scientific, and Cultural Materials, a treaty to which the Philippines has been a signatory of for half a century. The terms of the treaty are clear on the matter: Quote: (emphasis mine) (a) Books, publications and documents, listed in Annex A to this Agreement; (b) Educational, scientific and cultural materials, listed in Annexes B, C, D and E to this Agreement; which are the products of another contracting State, subject to the conditions laid down in those annexes. Annex A The way in which the Customs people defended their position has got to be one of the most beautiful epic fails in the history of human reasoning. An excerpt from Robin Hemley's article: Customs Undersecretary Espele Sales explained the government's position to a group of frustrated booksellers and importers in an Orwellian PowerPoint presentation, at which she reinterpreted the Florence Agreement as well as Philippine law RA 8047, providing for "the tax and duty-free importation of books or raw materials to be used in book publishing." For lack of a comma after the word "books," the undersecretary argued that only books "used in book publishing" (her underlining) were tax-exempt. "What kind of book is that?" one publisher asked me afterward. "A book used in book publishing." And she laughed ruefully. I thought about it. Maybe I should start writing a few. Likewise, with the Florence Agreement, she argued that only educational books could be considered protected by the U.N. treaty. Customs would henceforth be the arbiter of what was and wasn't educational. "For 50 years, everyone has misinterpreted the treaty and now you alone have interpreted it correctly?" she was asked. It doesn't just make the country look bad, but it makes us as a people more stupid by making books, as well as other educational and cultural materials more inaccessible.
