The whole Loco Parent crap is supposed to be in case of emergency and their head of house. Not in all cases and not for those with magical parentage. So both he and Nymphadora who's mother was a Black wouldn't be applied to be their magical guardian. At least not for Nymphadora because he didn't legally or illegal apply to be her magical guardian.

For sure acting in that manner doesn't mean they can override the parents wishes essentially stealing the child away and making decisions overriding or in place of them beyond an emergency. So that crap about saying it doesn't matter what Harry's magical parents say he can override it is not true and all that magical law stuff made up wasn't even needed.

Nor declaring himself as Tonks guardian unless she's an orphan in this story.

these rules and punishments are fckn stupid when you openly say one group won't suffer the same punishments for the same crimes as the other in the very first rule.

Interesting story. Grammar and spelling issues, but doesn't take away from the story. The story is still readable, I hope you continue the story at some point.

Your grammar needs work - which I believe you mentioned. Is English your first language? No problem if no.
Harry's family is over-powered. That does detract from the fic.
