Well, anyway, if it actually was the heat that Naruto's body was radiating that stopped the storm and not some other power like some sort of Desolate Land ability (the Pokemon ability that completely nullifies all weather conditions; look it up if you need more info), then Naruto would be radiating enough heat to evaporate both ice and water long before they even got close to him; it's obvious what that kind of heat would do to any person nearby him. The kind of effect this amount of heat would have on ice and water jutsu would have to depend on how much chakra is put into the attack; the stronger the jutsu the less the effect. He would probably be able to effectively counter Haku's Demonic Ice Mirror jutsu (or whatever it's called) with simply his presence (since that kind of ice jutsu can be refrozen by simply adding more chakra into it, Naruto would have to burn through Haku's chakra reserves first, but that shouldn't even take a minute to do if the previously mentioned statement were true).

Basically, it's probably just better that Naruto isn't some kind of miniature Sun. Yeah, Naruto's body can most likely generate enough heat to easily counter even the coldest or climates, but that's still not enough to stop a snow storm with mere presence alone, and definitely not without serious negative side effects on everything in the vicinity. Making him just have some kind of Desolate Land ability that comes along with his other powers (whether that be from being Ace's reincarnation, from having consumed the Fire fruit, from being the summoner of the Phoenix clan, or something else; it doesn't really matter) would be the much wiser decision.

Funny how Mikoto comments, even if mentally, on Narumi and Natsuki's brother complex(es?) for Naruto, yet both she and her daughter, Satsuki, could be considered to have complexes for the same man, a son complex and a brother complex (even if not by blood), respectively.

Don't know if you planned on doing it, but the Hozuki clan's ability to liquefy their bodies sounds a lot like how the elemental fruits allow their consumer to turn their body into whatever element they consumed. Maybe the founder of the Hozuki clan was the person who consumed the water fruit, and was one of the people to fight against Kaguya? Their clan is extinct or at least nearly so, anyway, so it's not going to matter much in the end. If you do go with this, at least the descendants of the eater of the Water fruit, and thus some of the most powerful water jutsu users, will not be much a problem, if at all, for Naruto.
