Weird, but scouring a galaxy is easy modo for the forerunner and it takes about two seconds to activate the halo array XD

This review is going to be long as fck.

Hopefully this wont have the typical idea of STG trying to steal halo technology or espionage because they would be...derp, they have to evade FTL sensors(which they don't have), security systems with military class A.I and espionage is just plain dumb especially if your playing with hundred of smarts AI's doing counter espionage and flooding the extra-net with batarian porn XD.

As for the reapers I hope they don't get some comic book power up just because they're billions of years old. They're just as stagnant as the citadel species themselves, they've existed for billions of years yet their technology as we've seen the ME3 was just a little bit more advance then the citadel races, the only benefit that they had was they had more dreadnought tier-ships ( or what's considered a dreadnought to ME races)

And please don't do the reverse engineering bullshit. Especially when the citadel doesn't have a lick of experience with slipspace and even most basics of understanding of how forerunner technology work; I may as well be magic to them. It's like cave men trying to reverse engineer modern astrophysics. Or the 1939 Germans magically reverse engineering an Iphone, without knowing how to fabricate nano-scale transistors, how to create the technology to fabricate transistors, what kind of crazy math functions to make it work and the understand of how and why it work. And that's just a single component of an Iphone.

Another example is Reverse engineering a Jet fighter?

Engines and electronics are the big issues here. Modern jet engines are complicated, sophisticated pieces of equipment that are very hard to build without a long history of building them. Look at the problems China continues to have with its homemade engines. India, too, relies on foreign engines even for its own Tejas. So you're probably going to either have to import engines or you're not getting that fighter for a long long long a$$ time.

Modern avionics, too, are massively difficult to build without a lot of built-up expertise, although this is easier than the engines. If you build them yourself, be prepared to accept a sharp downgrade in capability.

Programming is the biggest hurdle in the electronics department. If you accept a bit more lag you can use off the shelf stuff and commercial programming languages. The difficult part comes from modeling aerodynamics and hence the control software. As seen with the early Gripen falling from the sky in demonstration

TL:DR Reverse engineering does not work that way.

For the issue of Quarians I hope you don't create a situation to magically become buddies! Maybe help them find a suitable planet no more no less, no tech upgrades, except for maybe fixing their old ships, as it would be uplifting and is against their definition of the mantle.

As for trading I hope you don't make this kind of mistake, they're a Tier 1 species they have no interest in what the citadel is selling aside from a few researchers wanting to sample their off the shelf tech (can be bought in stores) but please don't make them pay in advance technology for some useless ME trinkets. Instead e-zero to pay for it;convert it into how many credits it would be worth per kilogram of the stuff in galactic standard.

As for the question. Can the citadel economically become indispensable to the SSC? No they as they're a tier 1 species and can literally flood the market with cheap replica of their goods (we make planet sized constructs) that their citadel economy just collapses unto itself.

ONI already have have magical space invisibility cloaks on their ship and the ME3 equivalent is of stealth is minimizing the ships heat signature. SSC stealth ships probably have forerunner versions built into them.

As for ME FTL sensor technology, they don't have those. The Citadel Uses LIDAR which is Dependent on light, sensors cannot detect objects moving at a faster-than-light speeds. No ship can be detected at interstellar ranges.

From ME2 codex:
The most important role filled by frigates is reconnaissance. Sensors, unlike ships and communications employing the mass effect, are limited to the speed of light, therefore a stationary observer can detect a vessel a light year away only when its light year arrives a year later.

Because faster than-light attackers always arrive before defenders can detect them with luminal sensors, attackers can always surprise defenders. For defense, fleets surround themselves with spheres of scouting frigates scanning for enemy ships and transmitting warnings to the main body.

Pursuers cannot detect ships and directly intercept them. Instead, pursuers track where objects were, where they were heading, and at what speed they were moving. Such data reliably predicts an object's future location and for pursuit along its light-lagged "wake". Ships trying to evade pursuit follow erratic zigzag courses, requiring pursuers to make stops to update their projections.

Your pacing and writing has improved significantly since the first few chapters. There is only one additional change I feel you should make to make it easier to read.
When two characters are conversing, whenever the person speaking changes, that line should begin as a new paragraph.

Instead of -

The Arbiter began the meeting with a thoughtful look, "What do you think we should do?". Admiral Hood paused for a moment, before giving his reply, "I think some changes are in order". The tall alien nodded in response, " I concur"

It should be -

It makes it easier to keep track of who is speaking and to whom they are speaking too. My eyes just slid past conversations in the earlier chapters just for that reason. In any case I hope you take this into consideration, I'm looking forward to where this story goes.

I'm not sure I entirely agree with you on what you said that "I'm not going to go too wildly off the major plot of the second two games...". Actually, I'd expect that they would be horribly changed and different! From what I've seen, unless you're having the SSC keeping its distance and mostly just watching from afar, events /are/ going to change, what's with big new faction and technological superiority (they could remold planets and warp them across the space!) They could certainly easily warp the relay out of their system to prvent attacks on their Ark, if not simply destroy them outright. That'd certainly put them at a significant advantage against the reaper, as evidently, as it appears, they are no way very fast with their FTL system, compared to what the SSC would have. I would expect the SSC would be able to at least match the reaper's force. They would surely be able to simply destroy the Citadel if it's become too much of a problem.
