This is quite a funny chapter. I think you might want to add “Humor” or “Parody” as a second genre.
There are some capitalization issues in the first sentence. Also “the only true friend ever” seems a bit weird, as you spent the last chapter talking about his wife.
I'd be interested in finding out why Montezuma was so well behaved when in charge of the Roman empire.

I liked the letter and the ending of this chapter.
The story could use a bit more time spent on editing though. There are quite a few small errors.

The title is a nice allusion and concept is very interesting. I like Augustus' characterisation.
There are a few typos, but nothing serious.
The detail about the guards and the servant was neat.
The detail of him putting his best friend in charge of the government is interesting, particularly considering what happened to the historical Augustus' triumvirate.
