When is this taking place? You haven't really given us a time frame other than it be before engagement was broken off. If its before Issei is killed I would recommend that you have your character take the boosted gear for himself. There is not enough stories where the protagonist is willing to take what he could even have it where he takes it a moment before Rias shows up to reincarnate him.

I feel like your SI is a bit paranoid about the universe he's in. Though I guess he has a right to be with his current predicament. I hope that he sees that Riser wasn't all bad and I hope that he becomes a super devil (marmalade and all).
