I can well imagine the wizarding world freaking out over a living skeleton and calling Sans a creature of dark magic, considering the inferi zombies and their creation, it would not surprise me if the first thing the ministry tries to do is destroy him and once everything calms attempt to study him. Sans will need some serious allies to back him as will Sirius because I don't recall his convict status getting resolved so once they do return they'll need to go into immediate hiding. So take your time if you need to ease our favorite pun meister into wizarding society, the meat of your story can wait until you're satisfied with the setup.
