Piggot is being really hypocritical here - a LOT of what US law enforcement does is governed by the Necessity Doctrine - a legal theory that it is acceptable to do things that are, normally, illegal in order to prevent worse outcomes. There are almost no laws that say what police in the USA can do, only laws sqying what they cannot ever do, and laws saying what they may conditionally do - the most common example of the latter being a search and seizure warrant, which authorizes them to conditionally commit what would normally be the crimes of breaking & entry, criminal trespassing and burglary, without it being illegal.

In emergencies, they don’t even need the warrant, providing the situation truly is an emergency. What many law enforcement personnel forget is that they are not proxies for a king or queen, they are proxies for the people - employed to be full time law enforcement so the people can do other things. Every US citizen retains police powers that can be exercised as necessary - the classic example of THAT being situations when actual police cannot act, or have chosen not to.

In short, Piggot might be able to file charges, but she probably wouldn’t get convictions, since Earth Bet started with the same laws our world did, and then they LOOSENED the laws about private citizens - especially those with super powers - exercising police authority. Since Taylor tried to report So-hia to the authorities and was ignored, an extremely strpng court case could be easily made that her Stranger activities are not illegal.
