I'm struggling to understand why your SI has bothered to enter the chunin exams, at all.

How could an adult actually become friends of somebody like Naruto. Nothing against him, but at the beginning of the show he is a mess of psychological problems brought by his upbringing. Yet while this isn't his fault, certainly it wouldn't make it appealing to be friends with a child, who is blunt, self absorbed and deeply insecure. I mean sure most would try to help him but to actively seek him out and pass time with him is a bit much.
