I'm surprised Ned hasn't decided to make Jon a Lord and give him Lands and allow him to make his own Cadet Branch of the Starks it's not like The North doesn't have excess land with no Lord running it

Hell The Nights Watch have both Gifts which they barely use and are basically empty Ned could ask Robert for the lands to be returned to Winterfells control and then give it to Jon maybe even then let the Wildlings live in those lands so that Jon can keep an eye on them
