Why Gotham Tho, why does he HAVE to go to Gotham? It's just... Over used that he ends up in Gotham or Metropolis, and the stories end up blending into one another since in Gotham the Only real threat is Clayface, Joker is just a crazy guy with a gun, same thing with Two Face, Scarecrow has the Fear Toxin but injecting or otherwise getting Naruto with it is another conversation all together, Zsasz is a Murderer but still a normal dude. Bane is consider Superhuman but in a world with Superman, Captain Atom, Wonderwoman and others Bane is barely on the radar.

So really why put him Gotham if he isn't going to be challenged? Why not put him in another DC Canon City like Hub City or Opal City, Brick City maybe bring back Edge City from Smallville and put Naruto their fighting Superman, Green Lantern and other Super Human Villains where we could be interested beyond who is going to be with Naruto.

Also don't make every female Villain misunderstood and just in need of a good man, it's boring if every villainess we see we know will turn and become friends/date Naruto, it's like a Cliche in Batman/DC crossovers that Naruto turns the Villaness good. That and Joker makes him laugh, ignoring you know Joker Murdering Children, Poisoning the Water Supply, Skinning people alive to make a statement, Murdering a Robin, Killing Commissioner Gordon's wife, Kidnapping the man, Paralyzing his daughter... Joker may "make jokes" but he is probably the worst person in the DCU.

Finally, keep the killing of Villains to a Bare minimum. Everyone kills Joker First and then loses the push to write since the entire story is usually based around how much of a man Naruto is for killing bad people like the Joker and then have no more stories to tell since they Climaxed so soon. Don't be a 10 chapter author, take time build a world and tell stories in that world about your Main Character, don't get caught up in "BUT JUSTICE LEAGUE/BATMAN" like everyone else does making the entire thing about everyone else BUT Naruto. Why would I read a Naruto Story About Batman when I can just go read a Batman Story that doesn't insult him.

This has a good start. I do hope you did not nerf Naruto in any way. I hope you make him more mature as I dislike the childish Naruto. Which person behave still like a child while he is already around 16 - 17 year of age?

The only thing what irked me in this chapter is that Naruto took off his mask and hood while still being in the city instead of in his hideout or wherever he stays. This for me is a call sign of someone who let Naruto blurt out all his secrets, no matter how big or small. Something I'm firmly against it.

Beside that, it looks pretty good.
